APACHE 2.2.4 + php5.2.3 出现此错误，修改为如下的配置，就OK了。
关键是PHPIniDir 要定义在 LoadModule之后
LoadModule php5_module bin/php5apache2_2.dll
PHPIniDir "D:/www/php"
